Before we start to employee new staff , our HSE team will test his HSE experiences , furthermore , the supervisor how is in charge will train him to how the HSE procedures are important in the work. AS we know that the training is one of the most important components within our company’s safety management system. It gives employees an opportunity to learn their jobs properly, bring new ideas into the workplace, reinforce existing ideas and practices, and it helps to put our Safety and Health Program into action. Everyone in our company will benefit from safety and health training through fewer workplace injuries and illnesses, reduced stress, and higher morale. Productivity, profits, and competitiveness will increase as production costs per unit, turnover, and workers compensation rates lower.
Management commitment
We (AAC) will provide the necessary funds and scheduling time to ensure effective safety and health training is provided. This commitment will include paid work time for training and training in the language that the worker understands. Both management and employees will be involved in developing the program. To most effectively carry out their safety responsibilities, all employees must understand :
(1) their role in the program.
(2) the hazards and potential hazards that need to be prevented or controlled.
(3) the ways to protect themselves and others. We will achieve these goals by:
• educating everyone on the natural and system consequences of their actions.
• educating all managers, supervisors and employees on their safety management system responsibilities.
• educating all employees about the specific hazards and control measures in their workplace.
• training all employees on hazard identification, analysis, reporting and control procedures.
Our training program will focus on health and safety concerns that determine the best way to deal with a particular hazard. When a hazard is identified, we will first try to remove it entirely. If that is not feasible, we will then train workers to protect themselves, if necessary, against the remaining hazard. Once we have decided that a safety or health problem can best be addressed by training (or by another method combined with training), we will follow up by developing specific training goals based on those particular needs. Employees. At a minimum, employees must know the general safety and health rules of the worksite, specific site hazards and the safe work practices needed to help control exposure, and the individual's role in all types of emergency situations. We will ensure all employees understand the hazards to which they may be exposed and how to prevent harm to themselves and others from exposure to these hazard
This booklet has been prepared as part of work program in order to enable all contracts to be carried out efficiently and safely for all concerned. Employees:
Each employee has an obligation to:
• comply with safe work practices, with the intent of avoiding injury to themselves and others and damage to plant and equipment
• wear personal protective equipment and clothing where necessary
• comply with any direction given by management for health and safety
• not misuse or interfere with anything provided for health and safety
• report all accidents and incidents on the job immediately, no matter how trivial
• report all known or observed hazards to their supervisor or manager.
Provision Of Safety Training
Information
The Head of Safety Department of the company has overall responsibility for the provision of Safety Information
Instruction
All new employees will undertake safety training sessions before commencing work. This will be carried out by HSE Driver Trainer authorized by the management. Refresher courses are to be followed at regular intervals.
Training
Specific training will be given to new employees by our HSE Driver Trainer, supervised by HSE Supervisor. The lessons will include safe driving practices, defense, fire and safety, document handling, substance abuse policies .
Follow up & Assessment
The effectiveness of driver training are constantly monitored and any violation from the part of an employee will not be tolerated. Employees with lack of respect for the safe working practices will be removed from the position and replacements will be brought in.
Employee Welfare Practices
Motivating employees is our constant endeavour to achieve the best possible results. Those who perform well in their journey management and safe working practices will be rewarded based on points accumulated over three months.
Safety Policy Definition
The Health and safety program contains the health and safety elements of the organization, objectives which make it possible for the company to achieve its goal in the protection of workers at the workplace.
Reasons for Health and Safety Programs or Policies in the Workplace
There are several reasons why workplaces need a health and safety policy or program, including: to clearly demonstrate management‟s full commitment to their employee‟s health and safety;
to show employees that safety performance and business performance are
compatible; to clearly state the company‟s safety beliefs, principles, objectives, strategies
and processes to build buy-in through all levels of the company; to clearly outline employer and employee accountability and responsibility for workplace health and safety;
to comply with the Occupational Health and Safety Act; and to set out safe work practices and procedures to be followed to prevent workplace injuries and illnesses.
Implementation of Safety Policy
Information: The Managing Director or Safety Advisor will ensure that all employees have access to the Health and Safety Policy. Each employee will be given a copy of the general policy on commencement of his or her employment.
Also all employees should know where the first-aid kit is located, have a copy of the emergency plan and be trained on the emergency plan and evacuation procedures.
Risk assessment: it will be undertaken for all members of staff, work activities and systems annually. It consists in identifying the hazards; identifying who might be harmed and how; evaluating the risks from identified hazards.
If there are no hazards, there are no risks. Where risks are already controlled in some way, the effectiveness of those controls needs to be considered when assessing the extent of the risk that remains.
The results of the risk assessments will be recorded in writing, and safety procedures adjusted to ensure adequate levels of health safety and welfare.
Health & Safety Rules
• Observe and practice the safety procedures established for the job.
• If you spot any possible hazardous situation report it to your supervisor immediately.
• In case of sickness or injury, no matter how slight, report at once to your supervisor. In no case should an employee treat his own or
someone else‟s injuries. In case of any accident resulting in a severe injury, the employee is not to be moved until medical attention has been given by authorized personnel.
• Never distract the attention of another employee, as you might cause him or her to be injured. If necessary to get the attention of another employee, wait until it can be done safely.
• Do not wear loose clothing or jewellery around machinery.
• Where required, you must wear protective equipment, such as goggles, safety glasses, masks, gloves, Safety boots, protective clothing, etc.
• Do not operate machines or equipment until you have been properly instructed and authorized to do so by your supervisor.
• Shut down your machine before cleaning, repairing, or leaving.
• Keep your work area clean.
• Observe smoking regulations.
• Do not block access to fire extinguishers.
• Do not engage in practices that may be inconsistent with ordinary and reasonable common sense safety rules.
Driving Guidelines & Safe Working Practices
Strict procedures and rules are implemented to make sure that services delivered should meet excellent quality and up to the expectations of client needs, and to achieve zero health and safety violation incident. Below are our safety guidelines for our drivers and operators
Seat Belts:-
All drivers irrespective of vehicle type has to use seat belts. All our vehicles are fitted with the seat belts which have 3-points configuration, incorporating automatic retraction and deceleration activated emergency locking mechanism (inertia reels)
Driver Training:-
Only drivers with Valid Driving License are allowed to work with us.
Working experience and safe working practices are the main criteria for selection. After being enlisted in the work force, driver will be given specific training to meet the client guidelines for safe driving practices.
A few more crucial factors are taken in to consideration before one can start working for the client, such as how well he can understands safe driving practices, awareness of defensive driving techniques, alertness and fatigue management skills, any history or inclination towards substance abuse etc.
Pre-Trip Inspection Checks :-
Before any journey starts, pre trip inspections are carried out to make sure that the load is thoroughly tied to the flatbed in order to avoid slipping from its position. Also, drivers have the responsibility to examine the whether the cargo is seated appropriately. Any violation in this regard will be taken very seriously
Use of Mobile Phone while driving :-
Drivers are strictly advised not to use mobile phones while driving. If at all necessary, the vehicle should leave the road safely and stop completely in a safe spot before answering or making a phone call or sending or reading a text message
Harsh Breaking Or Acceleration:-
Harsh breaking or accelerations are serious violations from the part of driver, and those who do not follow safe driving rules will be fined by our HSE Manager and if no improvement is seen, will be terminated from work.
On the road emergencies:-
During any emergencies on the road, drivers are advised to contact the personnel contact listed in the emergency response plan.
Driving under the influence of Alcohol or drugs:-
Driving under the influence of Alcohol, drugs or medication is strictly prohibited when driving or operating an equipment/ heavy machinery. The same is applicable when the driver is on duty inside or outside the company premises. Any use of narcotics is a violation of safety rules described in the safe working practices and has to be avoided.
Driver Fitness and Alertness:-
All drivers employed have to undergo evaluation time to time to see whether the driver is sound and fit for work. Medical Reports have to be submitted to the HSE Operations Team if requested. An assessment has to be made in terms of health and fitness which is necessary for sound driving performance.
Vehicle Standards:
All vehicles used in our fleet are fit and maintained in safe working conditions in line with manufacturers‟ set of standards and comply with local legal authority‟s set of rules. All of the vehicles have the below required features installed.

Service Quality and Safety Meeting
In order to review our HSE compliance and performance, meetings will be held with all supervisors and drivers and client representative. The progress, improvements, areas where drivers lag behind and possible resolutions or remedies will be discussed in the meeting. Rewards will be provided to top performer to boost the morale of drivers. Regulatory Compliance Requirements
We have a dedicated public relations officer in charge for obtaining legal documentation for all the jobs and required permits. This will make sure that we are fully complying with the local law enforcement and driving rules. The permits / Licenses / valid documents will be shared with the client organization to ensure transparency in our operations Safety Records
All Procedures followed are fully documented and available for inspection by a Company Representative Explosives
The bringing of any explosives or explosive substances are strictly forbidden. Any employees violating this rule will be terminated immediately
Alcohol & Drugs
Alcohol and Drugs shall not be brought on to or consumed by any of our employees on company-controlled sites or premises. Employees under the influence of alcohol or / drugs shall be refused entry on to the premises.
Failure to comply with these requirements will result in immediate removal of employee from his position.
Smoking
There is target to work with non-smoking policy in all sites controlled by our company. Smoking will not be allowed in any buildings other than designated smoking areas.
Working Hours Policy
The company shall ensure that no excessive hours are worked which could result in injury or illness to the individual employee or any other persons, or damage to the equipment or buildings
Communication
Regular meeting will be held between employees and management officials to discuss the safety issues and find appropriate solutions to meet the client expectations.

Risk Assessment
The objective of a risk assessment is to highlight potential project related hazards and develop methods to reduce the risks
Before any commencement of work on site, our nominated staff will be coordinating risk assessments if all operations where risk is foreseeable, and ensuring that appropriate control measures are established and incorporated into safe systems of work. We shall use these safe systems of work as the basis for health and safety method statements.
Hazardous Substances and Materials
We shall ensure that the risk assessment have been undertaken by a competent person for all products and by-products as a result of works. Written procedures for the handling, application and storage, spillage and disposal of hazardous substances must be prepared. The Company Representative will be informed in writing of all the substances used on site and must approve the Expected Assessments.
Radiation
The employees are advised to properly follow necessary steps when working near radioactive storage sites.
Personal Protective Equipment
Introduction:-
Personal protective equipment (PPE) is an important means of preventing work injuries. Ideally, the best approach is to maintain a safe work environment and eliminate any potential hazards. PPE should only be relied upon as a last line of defence in places where it is not practicable to control the hazards at source.
The use of PPE generally implies working in a potentially hazardous work environment and its use is a major means of injury prevention. Therefore, it is of prime importance to ensure that the equipment chosen is both reliable and effective, it is being properly used and maintained, and the user has undergone adequate training. The aim of this booklet is to raise the
awareness of occupational safety and health practices and the proper use of PPE of people from all walks of life.
Eye Protectors
Our eyes are highly susceptible to injury from external hazards that can lead to partial or complete blindness.
(1) Protective goggles
Suitable for protection from dust, particles, flying chips, chemical splattering and smoke (at welding jobs)
(2)Safety glasses
Suitable for protection from particles, flying chips and the impact of fragments.
Protective Gloves
Using your hands is an almost indispensable part of any job and thus there is always the risk of getting your hands injured. You must therefore select appropriate hand protection
(1)Gloves for common tasks (cotton/ leather)
(2) Gloves for handling chemicals
Safety Belts
For working at heights, the safety regulations require employers to adopt basic safety precautions including the provision of suitable working platforms, safe access and egress and the erection of suitable guardrails at hazardous locations. If these safety precautions are not feasible, safety belts must be used.
(1) Full body harness is used to prevent falls.
(2) General purpose safety belt and its lanyard are used to restrict movement while working.
Safety Footwear
In order to avoid accidents caused by stepping on objects and slips and also to avoid damage from a falling object employees have to strictly wear safety

Selection of suitable safety footwear
Before making a selection, below given scenarios must be taken in to consideration, which can cause direct or indirect foot injuries to employees.
(1) Being struck by hard, rolling or falling objects.
(2) Sharp objects piercing the sole or body of the shoe. (3) Being scratched by sharp objects, resulting in epidermal laceration.
(4) Slipping on wet floors.
(5) Contact with chemicals, molten metals and hot or cold surfaces. (6) If electrostatic discharge is inadequate, explosions may be triggered in environments
containing flammable gases. Furthermore, the electrical conductivity of the
feet can also affect the risk of electrical shock.
Protective Clothing
Protective clothing provides physical protection and can increase comfort levels while on the job.
The following kinds of protective clothing are available, affording protection from different hazards: (1) General purpose protective Clothing Including raincoats (2) Heat-resistant work clothing/aprons (Used for welding to prevent burns from sparks, fragments and flying molten metals)

Accidents
Necessary arrangements will be made for the first aides when working in isolated areas. Adequate accommodation for first facilities may be required.
It may be possible to make arrangements with company representative
The company will report all accidents to the enforcing authority in accordance with the „Reporting of Injuries, Diseases and Dangerous Occurrences Regulations. All incidents, near misses and dangerous occurrences will be reported. This involves environmental incidents such as spillage of liquids and releases to atmosphere of regulated substances. All serous or potentially serious accidents /incidents are to be thoroughly
investigated and written reports will be made accordingly, indicating remedial actions.
An accident / incident reporting procedure is followed and the company reserves the right to undertake its own investigation in to any accident /incident.
Welfare Facilities
The Company shall erect and maintain as required by the contract, such adequate accommodation for eating, toilets, drying clothes and for first aid. The facility can be enjoyed by all employees
Training
We shall ensure that all employees are adequately trained to carry out their particular duties or tasks, including driving or operating equipments. The employee must be fully trained and competent. Records will be kept for all the training conducted
Protection Against Fire
Precautions are taken to prevent any fire or incidents involving fire. Fire extinguishers are kept in each vehicle to and training is given to each employee to use the fire extinguishers whenever necessary. Company management has appointed Fire & Safety Supervisor . He is responsible for
• carrying out a fire risk assessment of the premises and review it regularly
• tell staff or their representatives about the risks you‟ve identified

Shared Premises In shared premises it‟s likely there‟ll be more than one responsible person. You‟ll need to co-ordinate your fire safety plans to make sure people on or around the premises are safe.
For common or shared areas, the responsible person is the landlord, freeholder or managing agent.
Fire Risk Assessments
The Fire & Safety Supervisor has to carry out and regularly review a fire risk assessment of the premises. This will identify what you need to do to prevent fire and keep people safe.

1. Identify the fire hazards.
2. Identify people at risk.
3. Evaluate, remove or reduce the risks.
4. Record your findings, prepare an emergency plan and provide training.
5. Review and update the fire risk assessment regularly.

Firefighting equipment
The types of equipment you need depend on your business premises. You‟ll need to have any equipment properly installed, tested and maintained and train your staff to use them if necessary.
Maintenance and testing
The Crew must carry out regular checks to make sure that:
• all fire alarm systems are working
• the emergency lighting is working
• you record any faults in systems and equipment

• all escape routes are clear and the floor is in good condition
• all fire escapes can be opened easily
• automatic fire doors close correctly

Fire Drills & Training
It is the responsibility of our Fire & Safety Personnel to train new staff when they start work and also inform other employees about any new fire risks
Drills are conducted time to time to enable the employees to react quickly to incidents involving fire. Cranes, Hoist, Platforms Etc.
We shall ensure that all lifting equipment is of an approved type and used in the approved manner. A current copy of the examination Test Certificate shall be kept on site and made available to the Client Representative on request.
Each item of lifting equipment shall be marked with its safe working load (SWL) which shall not exceed and also with its own unique identification marks. All lifting equipment shall be maintained in safe working condition, and when not in use stored as safely as possible The requirements are followed
• The lifting equipment and plant is tested, inspected and examined at specific intervals by an insurance company inspector who is trained and authorized
• Those records of the examinations are maintained in the relevant statutory register kept at designated place
• The copy is available for the client Representative to view on request.
Any lifting equipment showing signs of wear and damage to safety critical parts shall be taken out of service immediately. Lifting tackle, ropes etc. shall be of approved type and shall not show signs or wear or damage

Working Sites
Site specific rules and conditions will be adhered to, as indicted in the safety plan. Particular attention shall give to preventing unauthorized access to the site.
Access to Emergency Services
Areas must be set aside for the access of firefighting equipment or other similar appliances including ambulances. These areas shall be maintained, kept clear of obstruction at all times and marked/signed accordingly
Site Access, Vehicles And Pedestrians
We shall ensure that all our vehicles and equipment are strictly following the client security guidelines. The vehicles may only be parked in designated areas or inside site compounds
Our objective is to ensure safe routes are maintained for the access and egress of pedestrians and vehicles to all areas of work and that all personnel are made aware of these routes. These routes shall be level and free from obstruction . Every effort shall be made to provide adequate separation between pedestrians and vehicles.
Working at heights
A safe working platform which secures edge protection, intermediate guard rails and safe means of access shall be installed wherever practicable. In instances where this cannot be achieved alternative arrangements must be made to prevent persons or materials falling to the ground. Crawling boards and similar safety equipment shall be used on fragile surfaces.
Adequate containment measures shall be included to ensure that tools or materials cannot fall. All ladders, scaffolding and temporary access equipment will be inspected before put in to use to ensure they are in a safe condition.
Housekeeping
The main of good site of housekeeping are the elimination of risk and overall cost effectiveness, to that end the housekeeping on sites must be maintained to the highest standards possible at all times.
Waste
Under environment protection, we have a responsibility to safeguard the location and shall therefore aware of any waste arising from activities under our management. Our management is dedicated in keeping the site areas clean and tidy where we are located.
Working in the Vicinity of client Fire Mains
When work is planned which may affect the client Fire Mains system, references should be made to them. Under no circumstances is supply to be interrupted without prior written permission
Working on, or in the vicinity of Fuel Mains within the site
Authorized personnel shall take note of all fuel mains and shall notify all employees working on or adjacent to fuel mains containing petroleum products, the absolute necessity of ensuring rigorous safety standards are maintained at all times. We shall ensure all said persons are aware of and observe the appropriate local rules.
When working on or near existing fuel mains, we shall only work in accordance with the method statement and under a Permit to Work issued by the Client as appropriate. The authorization of the client will be obtained before any electrical equipment or internal combustion engine is used, or any operations likely to produce sparks are carried out. If permission is given, strict guidelines will be followed.
Sewer works policy
Our company has very strict policy to the sewer works, moreover we have principles to such kind of work which explain as following. All sewer installations, mains and/or laterals must follow the plan or sketch that was originally approved by the Engineering Division. Any deviation from the approved plan or sketch must be approved by the Engineer. The City Engineer will appoint an inspector for the work, or, at his option, an inspector for each section of the work, who shall perform their duties under the direction of the City Engineer. The contractor shall execute his/her work
under the presence of an inspector and shall afford every facility for inspecting the materials and work at all times. The presence of the inspector shall not lessen the responsibility of the contractor. The contractor is fully responsible for all aspects of the work and its satisfactory completion. All pipes are to be laid under the supervision of an inspector and no pipe is to be covered until it has been examined by the inspector and authorization is given to backfill the pipe. Any building sewer connections backfilled before inspection by the Engineering Division shall be re-excavated for proper inspection. The trench shall be excavated to the required depth using sheeting, bracing, and drainage, as per plan or as deemed necessary by the Engineer. The trench bottom must be dry and true to grade. The barrel of the pipe must be laid on a firm compacted crushed stone base or other materials as required by the Engineer. Planners must be aware of the regulatory framework and its potential impacts on options and implementation programs relating to the provision of water supply and sewerage services. One more important thing that we must concentrate in our work which is the HSE procedures and how to reduce the risks , considering the sewage works are danger works and there are possible hazards through the works , therefore we put plans and procedures in order to reduce possible dangers and as HSE procedures we comply the global standards ,moreover , we have professional inspectors and HSE supervisors.
